Fed decision, Senate vote on CLARITY Act headline a packed week for crypto policy

In Washington, the U.S. Senate is scheduled to hold a procedural vote on the CLARITY Act on Sept. 15, the bill’s first floor test in the chamber after clearing the House in July 2025. A day later, the House Ways and Means Committee is due to review digital-asset tax legislation focused on when miners and stakers should be taxed on newly created tokens and whether wash-sale rules used for stocks should extend to crypto. Macro events will also be in focus. The Federal Reserve is scheduled to release its latest rate decision and Summary of Economic Projections at 02:00 Beijing time on Sept. 17, followed by a press conference from Chair Waller at 02:30. Real-world asset markets posted another week of measured growth in the Sept. 4 to Sept. 11 period, with on-chain RWA market capitalization rising to $39.07 billion and total holders climbing to 3.885 million, according to data cited in the report. Stablecoins also expanded, reaching a combined market cap of $304.93 billion, while monthly transfer volume jumped to $7.8 trillion and monthly active addresses rose to 56.64 million. Uzbekistan moved ahead with a sandbox for a som-pegged stablecoin backed by government securities. On the product side, ARK filed with the U.S. Securities and Exchange Commission to add exchange-listed and tokenized share classes to its Venture Fund, while a range of banks, payment firms and crypto platforms pushed forward with tokenized deposits, securities platforms and stablecoin infrastructure. The week also brought new funding deals, including Latitude’s $35 million Series A and Circle’s planned $400 million stock acquisition of cross-border payments platform Tazapay. The report also highlighted rising speculation around tokenized U.S. equities, including Robinhood Chain and Four.meme’s 4Stock experiment.

WuBlockchain Weekly: Trump Backs CLARITY Ethics Terms, BitMEX Sets Sept. 23 Shutdown

WuBlockchain’s weekly roundup put U.S. crypto legislation and exchange restructuring at the center of the market conversation. Donald Trump agreed to ethics provisions in the CLARITY Act, removing what the report described as the last major obstacle before the bill can move toward a Senate vote. The draft language would restrict the president, vice president, members of Congress and other federal officials from profiting from digital assets while in office. Senate timing remains tight, with a vote needed before the first week of August if lawmakers want to keep the current path alive. Elsewhere, London Stock Exchange Group is preparing a standalone overnight trading venue for 2027, while Argentina is considering rules that would let mutual funds hold bitcoin and other crypto assets. In Brazil, a farm completed a registered tokenized livestock collateral transaction using 10 dairy cows. Strategy also launched the Bitcoin Security Consortium with a group of founding members that includes BlackRock, Coinbase and Blockstream, committing $15 million over three years. On the market structure side, Kraken parent Payward is working to expand xStocks beyond current listings, and BitMEX said it will shut down on Sept. 23 after halting new user registrations. The weekly list also cited CryptoRank data showing 17 major crypto projects or companies have shut down or gone bankrupt since 2026 began, a surge in tokenized RWA perpetuals to roughly $470 billion in June, and Ethereum’s validator exit queue falling to zero while about 2.48 million ETH wait to enter staking.

BitMEX said it will shut down on Sept. 23, 2026 at 12:00 p.m. Beijing time after halting new user registrations immediately, with new positions to be restricted from Aug. 26 and remaining positions forcibly closed after the deadline. In China, regulators in Shenzhen said a group of self-media accounts that promoted virtual currency-related business activities to domestic users had been permanently shut down under existing policy rules. The day’s roundup also included fresh market data, with BTC, ETH, SOL, XRP and DOGE all down over the past 24 hours, while tokens such as RE, VELO and WLFI led gainers on OKX data. Macro attention centered on U.S. initial jobless claims, which came in at 187,000 for the week ended July 18, below the 212,000 expectation and marking the lowest reading since the week of Sept. 24, 2022. Elsewhere, the European Union announced sanctions covering more than 100 banks and crypto operators, Argentina moved toward allowing mutual funds to invest in bitcoin and crypto, Grayscale’s Worldcoin ETF filing disclosed concentration and governance details around WLD, and several funding deals and industry statements added to the day’s developments.
